Detention and Demurrage Charges: Brief Comparison



These two words Demurrage and Detention gets people confused most of the time. To make it easier, demurrage relates to container storage at the terminal (charged by the port), while detention relates to container usage (charged by the shipping line).

In logistics, supply chain and shipping industry, the words demurrage and detention charges are widely used term for financial related fines. The fines are issued in the event of shipping violations during imports and/or exports. 

Although to the common person, the two terms Demurrage and Detention are almost similar. However, these are not used interchangeably as they have different approaches to handling them. 

Why you Must Understand these Terms

There are various ways to exercise proactiveness when avoiding penalties. Also, there are different implications should one breach any agreement that could encourage a fine.
Understanding the types of fines is very key to both export and import as knowing them could help save shipping costs. Every importer wants to save money while importing their goods in order to make profits. If there are no other reasons, this one is enough to worry about. 

The Difference Between the Terms 

What is Demurrage Charges

In importation, demurrage penalty only associates with cargo while it is still in the container or at the port. This charge occurs when the shipper’s allotted amount of “free days” or “grace period” elapses. The allotted days are days that the shipper has to keep their cargo at the port on arrival at the port of destination.

Within the “free days”, the shipper is allowed to keep their cargo for free. At the end of these free days, demurrage begins to accrue, if cargo is not moved out. 
The levy counts because the cargo or container are stocked under the control of the shipping line since the free period is over until they are picked/moved from the terminal.

Demurrage in export is, on the other side, a levy issued when an export container being returned to the shipping line cannot be moved out due to unforeseen circumstances. 
So to cater for the upkeep period the container/cargo would be at the port till it is boarded, demurrage is usually issued.

For example, a container is discharged off a ship on the 1st of July. The consignee approaches the shipping line to take delivery of the cargo around 10th of July. Consignee gets some free days from the line and thus it got 5 free days from the line.
The shipping line free days varies from port to port.
The stipulated free time elapses or expires on the 5th of July. Then the consignee will be charged demurrage for 5 days. But if the consignee approaches to take the delivery between the free days that means between 5th July then it will not be charged. 

What is Detention Charge

Detention occurs when the consignee holds onto the carrier’s container outside the port or terminal.
For example, in the case of import, the consignee returns an empty import container to the shipping line after pick up on 15th July. The consignee will be charged a 5-day detention fee, which covers from 10th to 15th July.
But on export basis shipper usually gets 5 days free time from the shipping line to pick up the empty container, pack it and return it full to the port or depot. So, if the shipper exceeds the free time, the shipping line charges him a detention fee for the days that the container is kept with the shipper as empty or full.

In a nutshell, detention fee, unlike demurrage, is a financial fine incurred when holding a sea carrier’s container against an agreed date of evacuation. 
While demurrage is levied when the consignee retains the carrier’s container outside the port, terminal, or depot beyond the allotted free time.
The number of days a fully loaded container stays on the terminal after the free days, till the consignee picks it is charged with demurrage and after the pick-up of the container, the consignee retains it beyond the free date, the detention is charged.

Reasons Why Freight Rate Fluctuates



Each time any of our clients ask about our freight rates, it leaves us demanding more information about their shipments before determining how much it cost.
This information is key to determining our air freight rate as well as sea freight rate.
Often times, our responses have caused them to ask for reasons why freight rate fluctuates or why there has not been a fixed rate for freight and customs clearance. 
First, the fluctuation in freight rates occurs for several reasons. The determining factors may be internally or externally influenced. Although, amongst other factors, it may depend on the country or location involved.

In this post, we share some external determining factors that most time falls beyond our ability to control. So, whether it is Air freight shipping, Sea freight or Road freight, the cases may be similar, except a few disparities particularly, with road freight.

Demand And Supply
Freight rate fluctuates mostly due to demands and supplies. This bothers on the number of ships at a particular port in Nigeria. The lower the number of booking that a shipping line gets, the lower the freight rates, the higher it is, the higher the freight rate. 

Products Seasonality
Depending on the seasonality of particular products being shipped on some trade lanes, freight rate might fluctuate. In this aspect, some consumer goods that are heavily traded in holiday seasons, as well as naturally seasonal such as fruits, vegetables, etc, may ben responsibility. 
There is usually a surplus charge of space on shipping vessels during the low demand duration. This period span across the holiday season or those times when prices of a commodity do not favour the shippers. 
So, when there is an excess charge on shipping vessels, freight rate drops. This reason has a link with demand and supply to a great extent. The busier the carriers are, the less space available and the higher the cost. Think about demand itself – depending on your location and where you are shipping, seasonality can drive demand.


The Weather Or Climatic Change
Weather is a very strong determining factor. Freight rate, whether air, sea or road can also be influenced by weather conditions. 
Weather conditions like rain on rainy seasons or the harmattan haze in December threaten the aircraft cause flight disruptions and usually cause rate hikes in air freight rates. Same applies to Sea freight, although tranship delays, disaster en-route may also have an effect on freight rates.


Exchange Rate
The exchange rate affects freight rate directly whenever there is a change in the dollar rate. There is usually a directly proportional increase in prices of goods and services. For example, at the time of this post, 1 dollar to naira stand at N365.50, whereas on Monday 3rd February 2020, it stood at N361.50.
Definitely, the freight rates would not be the same as the fluctuation in the price of the dollar also affect the market generally.

Cost Of Fuelling & Scarcity
This factor is a major reason why freight might fluctuate. As fuel price increases, the airlines and shipping lines also adjust rates of freight to correspond with profit margins. There could be a sharp hike in freight rate especially when there are scarcity of fuel. 

Government Policy
Although the government play major roles in freight, some policies adopted may affect how freight fluctuates. For example, VAT. Value Added Tax which used to be 5% was increased to 7.5% effective from January 2020. 
Apart from tax, increase in the Lagos State Landing Fee and packing fee are yet another determinant factor to the upward movement of the freight rates. 

Are These Factors Really Uncontrollable?
Well, the above-listed factors are not controllable as they depend on external forces such as the act of God,  the Government, International effects and so on.
